JOB SUMMARY: Reviews departmental budgets, conducts cost-benefit analyses, and develops long- and short-term budgets for the company and subsidiaries as well as individual business lines as assigned.  As directed, performs post-audit and other reviews of actual expenditures and/or revenues and general support to the Finance Team. 



  1. Responsible for reviewing and managing the financial aspects of all contracts assigned. Make recommendations for contract negotiations and will initiate the implementation of all fiscal and related requirements in the contract by disseminating the information to the Fiscal team.
  2. In conjunction with Program Manager will prepare proposals, contract budgets and contract modifications.
  3. Analyze monthly costs of the assigned contracts, perform an actual to budget variances analysis, review reports with Program Managers and make recommendations to correct distortions. Produce monthly invoices to the funding sources, ensuring inclusion of necessary supporting documentation, posting of information to the general ledger and generating of required reports.
  4. Reconcile assigned accounts; troubleshoot and resolve reconciliation problems, ensure invoices/billings reconcile to the general ledger.
  5. Respond to inquiries and requests for information from employees, auditors and/or vendors; conduct research as needed.
  6. Assist in corporate budget preparation.
  7. Assist in collection of Accounts Receivable for assigned contracts.
  8. Demonstrate a systematic and organized approach in carrying out assignments. Excel at cutting through confusion and turning chaos into order.

  1. Bachelor’s degree from a four year accredited university or college with a degree in accounting, business administration, or related field required. Master’s Degree Preferred.
  2. Three to five years of relevant work experience, demonstrating similar duties/skills in general accounting and fiscal management.
  3. Knowledge of WIOA, TANF, SNAP E&T and other pertinent regulations and procedures.
  4. Knowledge of GAAP and other applicable accounting procedures.
  5. Interpersonal skills necessary to effectively communicate and build professional relationships with employees and auditors.
  6. Ability to construct and maintain a comprehensive budget.
  7. Ability to multi-task. Quickly and accurately, shift attention among multiple tasks under distracting conditions without loss of accuracy or appearance of frustration.
  8. Ability to work independently to handle pressures related to meeting deadlines and completing tasks requiring concentration.
  9. Comfortably and confidently, use a computer and specialized software to maintain accounting records. Proficiency in MS Office (Word, Excel, Access) as well as accounting software; knowledge of MIP preferred.
  10. Excellent verbal and written communications skills.
  11. Valid Michigan driver’s license. Must be willing to work a flexible schedule, evening and/or weekend hours when required. Must have reliable means of transportation to travel to various locations within service area.


PHYSICAL REQUIREMENTS: This is a largely sedentary role; however, some filing is required. This would require the ability to lift files, open filing cabinets, and bend or stand as necessary. Occasional lifting and moving of materials as needed.  Some walking and standing may be required for an extended period.


WORK ENVIRONMENT: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. This job operates in a normal office environment with little discomfort due to noise, dirt, dust, and the like. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.  — The noise level in the work environment is moderately loud.
